从根本上充分发挥外来工的积极作用，消除消极影响，充分发挥文化启迪思想、陶冶情操、传授知识、鼓舞人心的积极作用，树立正确的价值观念、文明习惯、法制观念，形成个人良好品质，全面提高外来工的整体素质，使其成为诚实守信、举止文明、品格高尚的人。
加强对外来工的思想道德教育，切实做好外来工的思想道德工作，维护好外来工的合法权益，对于我市构建和谐社会，促进经济的持续稳定地发展具有十分重要的意义。
通过了解我市外来工的现状、基本情况及近年来我市在外来工思想道德建设方面所做的工作，对外来工在思想道德建设中存在的问题的浅析，提出相应的解决对策，为我市和企业在开展思想道德教育活动中提供依据，使我市在外来工思想道德建设中更上一个新的台阶。
