我电脑的网速问题。帮我解决问题了还加分

我的电脑无毒，用江民和卡巴斯积杀过的。
不知道怎么回事，最近上网，网速时好时坏，网速最烂的时候就根本打不开网页。要么我要重启电脑或者要等上很久才可以再上。
帮帮忙，能解决问题的再加20分。
有不清楚的发个信息。

上午上还可以,下午晚些时候就不行了
电信公司昨天下午来人给我弄了半天直接没弄好还上不去网了
重新装的系统现在觉得好点
到晚上看看情况再来说说

用ping 命令 加参数 －t 测试网络速度。
