区域协调发展是国民经济平稳运行、较快发展的前提，继西部大开发战略和东北老工业基地重建后，2005年10月，《 中共中央关于制定十一五规划的建议》明确了实施中部崛起战略的区域政策。安徽是中部六省之一，且由于承东启西的独特地理位置，成为我国东部沿海发达地区向中、西部欠发达地区经济扩散的必由之路，安徽的经济发展越来越受人瞩目。本文作者明确了安徽经济崛起的背景和意义，指出了安徽经济发展的成绩和不足，分析了安徽经济实现崛起的可能性，并依据区域经济发展理论和现实状况，提出安徽经济大崛起应立足于不平衡发展战略，借助于梯度转移战略，以内外两种力量的合力加速安徽经济崛起，具体而言，对内应推行产业集群战略和城市群战略，对外实施梯度转移战略，即东向战略。最后，作者给出了自己的政策建议。
