论一线行政人员的行为责任
[摘 要] 通过对行政人员种种处境的分析，描述了行政人员所肩负的各方面责任以及这些责任如何影响行政人员的行为模式。指出一种负责任的行政行为必然是以公共利益最大化为目标，在不违背伦理道德与法律规定的前提下，同时考虑了组织责任与政治责任的选择。行政人员的培养与教育必须同时考虑到各种责任的要求，才有可能得到较好的效果。
