cut down 与cut down on用法的不同？

不都是减少的意思吗？

ps: 字典上例子：cut down the expenses
cut down on the drinking
cut down the expenses 是减少花费的意思

cut down
 v.
 砍倒, 胜过, 削减, 删节
 cut down on
 减少
 
 cut down the expenses 砍价的意思吧
 cut down on the drinking 少饮酒

只能说消减花费也等于减少花费. 两个词组都有减少的意思但 cut down 出了减少消减还有砍倒胜过删节的意思 .. 明白?
