笔者认为,该法的实施对电子广告邮件的规范和管理,有着重要的里程碑意义。但是对电子广告邮件的监管并不能单靠立法或技术手段,而应当是几种措施的综合,特别是要将网络广告纳入到规范化的轨道上来。
