06年8月期间，在玉山镇进行了实地考察，并经过一年的资料整理，形成了玉山镇的环境规划，规划将玉山镇总体发展目标定位于：立足本镇区位经济优势，在政府的积极引导下，扬长避短，重点发展生态旅游业，不断强化“品牌意识”，把玉山北部旅游区建设成为沂蒙地区有特色的非主流旅游产品，成为鲁南核心地区城市居民经常光顾的乡村生态旅游目的地；其次是着力建设好生态农业区和民营生态工业园，努力提高农业产业化发展水平，与工业相结合，按照“公司+合作组织+基地+农户”的经营模式，实现农业生产集约化、标准化和规模化；发展农产品加工工业，实施农产品品牌战略，生产一系列具有玉山特色的无公害农产品、绿色食品、有机食品，并与生态旅游观光相结合，大力发展多种形式的“农家乐”，带动一系列第三产业的发展。逐步形成“以生态农业为基础，以低污染工业为支柱，以旅游为发展”的具有玉山特色的生态旅游强镇。
