本文结合大连城市经济与金融发展的实际情况以及相关的学术文章和理论知识的学习，提出了相关制约因素的解决对策。本文提出，大连与沈阳建立竞争中的合作关系，进行优势互补，共建以大连和沈阳为核心的区域性金融中心，以此来弥补大连市在经济基础薄弱上的劣势。大连市还要完善和健全金融市场体系，确保银行性金融机构与非银行性金融机构的均衡发展。注重培养和储备金融专业人才，保证金融人才的供给。并且提出在我国金融宏观条件不完善的情况下，大连市政府及有关部门应该在微观上为金融的发展提供有利条件，以此来为金融稳定提供相对稳定的保障。
