主句现在时,从句也该是现在时.所以排除C和D
而且从句应该用陈述语序,所以选B

但这里基本不关时态的问题，could也可以，但是whether后面基本跟or not．也就是说如果句尾还有or not的话，那就一定要选C了．
B if后面应该跟一般现在时，并且要用陈述句语序
选C。could不一定就是过去式的，它的语气较委婉，如果用CAN的话，比较不礼貌。也就是意思是说 Mr Smith 不能说中文。如果有or not 就要用if了。
