我在看一篇英语范文，有一句话中的动词时态不太明白，这里请教大家：

其中的Since 1950 it has been increasing rapidly 和 the open policy being carried out，这两处不明白，如果是我写，会写成：Since 1950 it increased rapidly 和 the open policy has carried out，我想问，原文为什么用has been --ing,being carried out?我的写法对不对?

这里的being carried out表示被动语态什么时态呢?
进行时的被动语态.
主语是 "开放政策",算物,所以用被动.而且在这里是作后置定语,修饰open policy.表示:正在被.... carry out:执行
since+时间点,主句用完成时.have been doing 表"一直..."
open policy 是 被人执行，当然要用被动了
Since 1950 it has been increasing rapidly ，表示从一九五〇年开始， 一直 处于快速增长的 状态，所以用has been ing
