中的who用的对吗？是不是应该换成that?

who are in favor of artistic and cultural projects 是定语从句，由who 引导，先行词是those 这里先行词是人，且在定语从句中做主语，所以用who引导，当然用that也行。但是不常用that,that是常用来代指物。

those 做主语，advocate做谓语，后面的that引导的宾语从句中又嵌套了定语从句which will bring huge profits to local residents，该定语从句的which代指前面的句子 cultural environment will attract more tourists
