on the east一般用于相隔较远，in the east是说在东面这个范围内，to the east是两者相临
on the east of sth,是指某物在紧挨着sth的某个方向上，比如蒙古和中国，就可以说：Mongolia is on the north of China
in the east of sth是说某物在sth里面。比如广东，就说：Canton is in the south of China.
to the east of sth说某物与sth有一段距离。比如日本和中国，就是Japan is to the east of China
