铁岭市是一个缺水的城市，随着城市的发展，需水量也在增加，污水的循环利用意义重大。建设污水回用工程，能够节省水资源和减少环境污染问题。
铁岭市污水处理厂中水回用项目，拟在原二级处理基础上新建一座8万m3/d的中水处理厂。中水处理厂项目拟分两期实施，其中一期处理规模为5万m3/d，二期处理规模为3万m3/d。
本设计只要求设计中水处理厂的净水工艺（一期），不包括输配水工程及中水处理厂附属建筑物。
本设计污水主要处理工艺如下：
二级出水—淹没式生物滤池—管式静态混合器—折板絮凝池—斜管沉淀池—普通快滤池—消毒池
通过以上工艺，能进一步去除二级处理后水中的悬浮物（SS）、溶解性有机物（BOD5）、化学需氧量（CODcr）、氮、磷等污染物质，从而达到回用水水质标准。
