where 你觉得是不是比what place更通俗一些呢？

你只会说where have you been?不会那么麻烦的说what place have u been ?

and ,about what time ,
sometimes we need to know the exactly time ,we can ask ,what's the time now ? and ,totally we will say when can i go there with u ?

what i wanna let u know is that ,they are not the same ,but sometimes they can express the same meaning ,but we cann't say they're the same , they have differences in other places.
