有几种改法，楼上说的是正确的。在depends前面加which/that，也可以用分词，把depends改成depending,个人比较倾向于用分词，这样更显英语水平高明。
另外，At也要去掉，否则句子就没有主语了。
翻译：NEA的调查核心是我们这个民主系统的信仰，而我们的这个民主系统是依靠在那些能够批评地思考……的领导者上的。（或者说那些……的领导者是在控制这个民主系统的）

在individual后面加who或者that,也可以把can speak改成speaking,但是后面的改法不好，因为这样改变了意思，但也是可以接受的。
翻译：在平常的演讲中，文化人指的是那些能够说另外一种语言的人——那些上知天文，下知地理的人。（熟悉艺术、音乐、文学、哲学或历史的人。其实这里是泛指，就是知识很渊博的人）。
