自认语法好的进来~

Q1:为什么用了过去完成时had reduced ,而不是过去时.
这里面要看语境，一般情况是已经造就了那么的状态，所以要完成时

2.These statistics show there are 57 deaths per 1000 of population.
Q2:此句子是不是有两个谓语,一个show,一个are.但是一个句子只能有一个谓语的,如果是我弄错了那应该怎样分析这个句子的成分.
这里省略了that,是宾语从句，原句为
These statistics show that there are 57 deaths per 1000 of population.

3:Adequate measures(主语) have also been taken （谓语）（后面是状语，表目的）to make sure（省略了that,后面的句子作为make sure的宾语） the policy is seriously implemented.

1. 应该有上下文吧，所以用过去完成时，就是说a state of apathy是过去时，所以导致apathy的原因（extreme poverty)是发生在apathy之前的，即过去的过去，所以用过去完成时。或者这句话是虚拟语气，anyway,应该跟去前后句来判断。

2. show that, that省略，所以这句话带从句，are 是从句的谓语。

3. Adequate measures(主语) have also been taken to make sure(胜略that， 所以后面也是从句)the policy is seriously implemented. 这句话用了被动式，句子正过来就是：have taken adequate measures to make sure...
