UC知道这是不是网络诈骗?

最近受到一封很奇怪的邮件。对方说她是非洲象牙海岸上一个国家的，父亲是一个博士。现在父亲在战乱中被杀了，在欧洲一个银行留下670万美元。但她现在是难民身份，不能去拿钱，要请我把钱转到我的账户，再给她。
实在是很荒唐。这这是不是网络诈骗? 那位法律高手可以解释解释？多谢！
邮件原文如下：
My dear, My name is partricia viarey from Ivory Coast in West Africa am 21years old single. Immediately after going through your profile i made up my mind to contact you for long term relationship, because you are my choice of trust and i see nothing wrong with the choice that i have made in you. Now that i am in a state of absolute confussion I must reveal to you that My father Dr livia viarey was the personal advicer to the former head of state(Late Dr Robert Guei) before the rebels attacked our house one early morning and killed him along side with my mother.only me that is alive now and i managed to make my way to a near by country Senegal where i am living now.we don't have any relatives now whom i can go to all our relatives ran away in the middle of the war. am leaving in the refuge camp in women's

骗子而已~~直接当垃圾邮件处理就可以了~这样的邮件受到好几封了都~
天下没有免费的午餐,基本都是的,不要去理他就是了.
