很简单.因为order+that 从句后面要用should +动词原形,should也可以省略,这是固定搭配
你不用去看前面主句中order的时态,句型为order that +主语+(should )+动词原形,那有一些动词也有这样的搭配,象suggest,request等表示建议,命令的动词,好好买本语法书认真看一下,这些都是要记住的,加油!
order+that 从句后面要用should +动词原形,should可以省略
再看它的意思是被动态的，就是C嘛...
类似的demand suggest request
还有一些形容词的结构也是这样的比如important necessary
一看就是SHOULD BE
