有错误， belong本来就是个动词，充当谓语，所以不能再用is，这样的话就2个谓语了，不符合语法规则，应改成The landscape belongs to the man who looks at it!
意思：风景是属于欣赏它的那个人的

The scenery belongs to the one who looks at it.

有 belong 是动词 应改为
The landscape belongs to the man who looks at it
