管道局安全环保文化作为管道局企业文化的重要组成部分，是在长期的管道工程施工、管道运营管理等相关产业链的安全生产、环境保护实践中逐步形成的，是被广大干部职工普遍认同、遵循和接受的，是以安全环保价值观为核心的安全环保思想意识、道德规范、管理理念等因素的总和。当前，透过安全环保文化建设载体，将安全环保问题由自然科学引向人文科学领域，并将安全管理思想引入一个新境界。从管道局自身来讲，切实加强安全环保文化建设，不仅仅是落实科学发展观，树立管道局安全环保形象，提高企业效益，深化推进管道建设、运营管理的迫切需要，也是加强工程施工、输油气运营管理、城市燃气等业务及相关产业 链安全 环保管理，实现工程施工、运营、生产长治久安的治本之策。
1.提高渗透力和影响力
广大干部职工是安全环保文化建设的主体。安全环保文化建设注重突出人的观念、道德、情感、品行等深层次的人文因素，把管理的有限性和文化的无限性统一起来，把管理的强制性和文化的能动性结合起来，用管理制度硬性约束之外的要素，用先进的安全观念、安全知识、安全技术、行为方式培育具有现代安全环保理念的职工队伍，保证管道 局产业 链中各项工作安全、稳定、高效、有序、可控。借助文化的广泛渗透力和影响力，一方面可以培育安全环保职业道德，不断增强广大干部职工的安全环保意识，坚持“以人为本、安全第一、环保优先”，牢固树立“科学发展、安全发展、清洁发展”的理念，提高安全环保管理和安全环保作业技能，养成遵章守纪标准化作业的行为习惯，夯实安全环保基础。另一方面，从文化层上研究安全环保规律，把广大干部职工的思想意识、价值取向、安全行为、精神面貌融入到安全环保理念中，体现自尊、自信、自强的安全环保人格以及具有鲜明时代特点的人文精神，形成人人接受并努力实践的共同价值观，营造团结、和谐、友善的安全环保氛围，建立起和谐、安全、可靠、协调的环境和与之相匹配的施工、运营、城市燃气管理的安全环保体系，最终形成干部职工内化于心、共担安全环保的强大合力。
