这题选C语法上错么？

这里不能用It was …… that 句型

强调句特点是：去掉it was....that 句子仍然通顺。
这句话如果用强调句，去掉后应该是：At five o'clock in the afternoon they arrived at the hotel
而它少了个at

所以用when

这一句是状语从句，修饰的是地点。状态从句中，不能用that 作引导词，要用when where 等副词。

that 从句的使用情况有以下一些：
宾语从句：
例：He said that he wanted to go home.（that可作said的宾语)

定语从句：
He returns me the book that he borrowed last week.（that 指代 the book)
此外 that 用于主语从句中等等。
可以发现，that在从句中除了做连接词，还可以在句中充当一定的成分，这个成分是名词形式的。

回到上面的题目，如果用 that，你勉强说that可以修饰afternoon, 但是，当that 与 they arrived at the hotel 一搭配，这个从句就变成名词性的了，从句指的就是一件事情了，而不是时间。下面这句就很顺眼：
We have known the thing that they have arrived at the hotel. 我们已经知道他们到达旅馆（这件事）了

所以，选用 that的时候，一定要注意它在前后句子中充当的成分。

如果按你所说应该是】
It was at five o'clock in the afternoon that they arrived at the hotel。

这本来是个很简单的时间状语从句，要是要照你的意思改的话应该是去掉IN 就可以了，自己好好想想
