从字面看应该是通知行加保，可是通知行怎么加保，中行肯定不同意的，大家怎么处理这种情况的？

这段话应该是修改信用证,且是将不保兑信用证改为保兑信用证,翻译如下;
如果贵行的保兑费是由受益人负担,请务必在保兑之前向受益人收取保兑费,且汇票之drawee请修改为贵行,另外49栏位之保兑注记,请修改为"confirm".除此之外,其他条款没有变更.

是指受益人确认承担费用的话，要受益人（卖出方）开一份汇票给你，具体怎么开要看了(field 42A) 和field No. 49的原文才知道，你应当把这两个条款也写出来。
