Over the past few years the RBNZ has raised the OCR many times to make in the highest rate in the developed world. Explain why the RBNZ has undertaken this action. Commentators have suggested that the OCR has had only limited success in achieving its objective. Describe the limitations of the OCR in the New Zealand context.

OCR 是很一种很直观的方法来控制纽币(NZD)与其他国家货币兑换的价格，当OCR 上升的时候，会导致纽币价格上涨，进口货物成本降低，但是出口商品价格升高，从而产生贸易逆差。换另外一个角度来看，新西兰各大银行是根据OCR来调整消费者存款和贷款利率的基础指数，当OCR升高采用的是货币紧缩政策，消费者的存款会大于消费，国内CPI 会降低，从而更进一步影响GDP， 由于贷款利率上升，房贷的成本也会上升，同时贷款量会相对减少。
