spend in我只是举的例子。原题是it's estimated that alcohol and illegal drug use costs the country tens of billions of dollars each year, mainly in health care.

health care 前面用的in

spend on 可以用的阿。

我这样给你解释吧，on 和 in 都可以用的，不管后面词是什么。但是所表达的意思是有点不同的。现在没有人那么计较了。

the amount of funding spent on healthcare的侧重点是多少钱花在了healthcare上面，注意重点是多少钱。

如果是
the amount of funding spent in healthcare,那么侧重点是这些钱花在了什么地方，在这里就是healthcare.

就是 spend (in) doing sth.
in可以不要，也可以加上。

spend on 可以用，后跟名词或动名词
