为什么有的服务器的telnet不用输入用户名？

我发现有一台服务器只开了23号端口，telnet上去后，没要求我输入用户名，而是直接让我输入密码，这是怎么回事？
如果是路由器或交换机的话，那有什么办法来取得它的密码呢？
