2. C.solve 要不然, 这句话不完整，没有谓语动词。
3. C.to be discussed
因为它是即将发生而未发生的.
而A.being discussed 是正在进行中，与题中时间不符。
B.discussed 是已经过去的事情，除非题目改为"was very serious"才能成立。
D.will be discussed 如采用，则前半段已经是完整的一句话了，整个句子就犯了双重谓语的毛病。
