众所周知，巴基斯坦是中国的友好邻国。它的地理位置处在世界最大的石油产地——中东波斯湾产油区的出口，该区石油年产量达14亿吨，占全球石油总产量的40%，是十分重要的战略资源区。
由于中东石油资源丰富，该地区社会购置能力较高，单一的石油工业造成对基地工业产品的极大需求，西南亚总人口多达16.33亿，占全球人口的15%，是一个极端的市场。
巴基斯坦正好处在这样一个资源与市场都可兼顾的位置上，既可以从中东获得充足的缘由，又可经巴基斯坦向中东、印度、亚太等广大市场输出非石油产品。
相对稳定的政治环境，较为低廉的劳动力成本，对经济发展迫切要求的政府，友好热情的中巴关系，特别优惠的投资政策和公平的投资法律，使巴基斯坦形成具有吸引力的投资地域。
2．在巴基斯坦投资，中国可以得到什么？
中国连续十几年的高速经济发展，使本国经济实力大为提高，同时带来对能源的进口需求，2007年预计进口石油1.7亿吨。中东是中国石油资源的重要采购区。
中国经济发展的一个重要特点，是以低廉的劳动力，低成本的生产资源和巨大规模的工业产能，是中国正在成为全球最大的生产基地。在服装、家电、建材、纺织、初级钢材、运输车辆、摩托车、农业机械、石油、煤炭机械等方面成为全球最具规模的生产基地。中国正面临对全球市场的极大需求。
而巴基斯坦正处在有利中国采购能源（石油、煤炭）和输出中国产品的一个十分重要的位置上。
在巴基斯坦投资石油化工经济开发区，既可就近获得中东原油，又可向巴基斯坦，并通过巴基斯坦向印度、孟加拉、印尼、马来西亚及中东各石油国家销售实质中国的“巴基斯坦制造的产品”。
正因为如此，中巴两国领导人胡锦涛主席和穆沙拉夫总统积极倡导，鼓励两国民间企业进行投资，并于2007年正式成立了中—巴投资有限公司，中国是以具有主权评级政策性银行—中国国家开发银行参股20%，而巴基斯坦是直接由国家财政部参股投资50%股权。为中巴之间的投资与合作建立了一个企业性平台。
