当今世界，国际贸易总体上朝着绿色贸易的方向发展。绿色贸易强调保护环境，以人为本，顺应了当代绿色环保的潮流，已成为一个国家或地区国际竞争力的重要标志，同时也对南北贸易关系产生了一系列影响。发达国家与发展中国家在WTO新一轮谈判的议程上就此问题展开了激烈争论， 绿色贸易的改革成为双方关注的焦点。
绿色贸易作为国际贸易中的一项重大的制度安排及其创新，还处在国际化、规范化的形成和完善过程中，而且由于环境是典型的公共产品，外部性问题及其“搭便车”行为构成了制度变迁的内在障碍，本文注重使用现代政治经济学的理论和方法，揭示了国际绿色贸易制度形成的原因和根据，分析了现行制度的缺陷，提出了改革绿色贸易制度公共选择的决策机制，丰富和并存使用多样性的绿色保护调节手段，建设和完善选择性激励机制等改革建议。旨在对绿色贸易制度的发展和改革做一个浅析。
