首先是个非限制性定语从句，先行词是 residents，所以用whose,而all 为什么还加一个 of 呢，因为当 all 所修饰的名词被一个限定词语（whose)修饰的时候，一定要加 of ,这是从赖世雄中级美语学习来的，呵呵，很多人都容易犯这个错误。

先看后面were given help by the Red Cross. 可见本句是有谓语were的，一个句子中只能有一个谓语，因此中间那句话只能是插入从句并且是修饰主语residents的定语从句。排除AB。
然后all修饰的名词是用whose、which这种先行词的话是要用all of的没见过可以不用的~
