摘要

教师聘用制改革是教育人事改革的核心组成部分。全球教育改革的纵深发展,我国改革开放的纵深发展,尤其是社会主义市场经济体制的建立以及中小学教师队伍的建设的现状,都要求我国的教师队伍实行聘用制改革。教师聘用制改革对促进我国教育事业的娘型发展有着重要的教育意义。20世纪80年代的后期,我国中小学教师聘用制在北京、上海、广东和江浙等地区进行了试点工作。2001年后,教师聘用制改革逐渐推广到全国各地的中小学校。然而,在教师聘用制改革运行过程中不可避免的存在一些问题。

本文回顾了郴州市苏仙区中小学教师聘用制改革运行的情况,借鉴国外教师聘用管理方面的有关经验,采取调查研究、定性定量分析、对比分析等方法,提出了构建苏仙区中小学教师聘用制改革运行的设想,阐述了运行机制的三个阶段,即准备阶段、实施阶段和总结阶段,重点研究了运行机制中的改革可行性评估制度、教师素质测评制度和效果评价制度等三种制度的评价体系的构建。最后,总结了苏仙区苏园中学在聘用制改革运行机制的实践情况。
