more or less you have dialed the correct number but at the correct time. I mean holidays. As I know they have many holidays. You'd better try again days later.

不必打电话,你是在COLLEGE BOARD上注册的么?在那上面开户的话可以在那里延期,直接登陆以后,就在自己的ADMIN TICKET的地方可以找到延期,不过需要一点MONEY的哟~
我来补充一下：
过期的也可以 延期/转考
比如 11月的SAT1 可以改到 12月的SAT2
