加入WTO以后，中国企业参与国际经济活动范围和深度都大大改变，规避汇率风险成为必然，央行加大汇率波动范围，增强其灵活性，打破单一盯住美元，而是选择一些货币组成货币一篮子，并根据市场需求赋予一定的权重，建立人民币汇率形成机制，以便在国际货币波动的时候能够做相应调整. 与此同时完善人民币汇率形成形成机制改革，对调节进出口贸易均衡发展，改善国际收支平衡，建立和完善社会主义市场经济体制，深化经济金融体制改革、健全宏观调控体系有重要意义，符合国家关于建立以市场为基础的有管理的浮动汇率制度、完善人民币汇率形成机制、保持人民币汇率在合理均衡水平上基本稳定的要求，符合国家的长远利益和根本利益，对于促进经济全面、协调和可持续发展具有重要意义。
