这两句话对吗？如果对的，那为什么可以说the people makeing it again
这不是有语法错误，people后没加助动词is.我弄不明白？谢谢！

making应该是这样拼的 这句话没语法错误，这句话里已经有动词see了，所以后面不用加is了。

The person who throws the thing away need to fine.

改错：The person who throws the thing away needs to be fined.
罚款是被动的，所以要用be fined

第一句话的意思，你是不是想表达“当你看别人又做了一遍”？如果是这样的，那么这句话应该是：“when I see others do(doing) it again.”
如果make 要表达正在做的意思，那么这句话就该是：“when I see people making it again.”
第二句话是对的。
