正确答案选C.为什么？我选的A.为什么不对？请讲清楚些~

held表示过去发生的动作和状态，从earlier this year可以看出，会议已经在今年开了，时态要锁定在过去。to be hold显然不对。

你选A的话,不定式to do表示将来发生的动作,而前面明显写出了过去时态的attended,也就是说这个动作发生在过去,所以不能用表示将来的不定式.
而C则是which was held in South Africa earlier this year的省略形式(也可以看作定语从句的省略形式),
英语中的主句和从句间,如果两句话的主语相同,而从句的谓语动词是be动词的话,那么从句中的主语和谓语(be动词)就可以省略,所以C的形式是正确的.
