1.上句是否应该用than
2.最后的in developed countries是否应该是用that of developed countries

1 正确写法应该是4 times higher than，倍数形式一般为数词+times+形容词比较级+than
2 原句中that使用正确，因为前面为the percentage was 40% in poor countries，后面的应该和前面保持一致，绝大多数情况都是后面跟着前面的变
