The capacity of the housing market is insufficient to satisfy the demand for housing within
Russia. Reasons for this inequality are the decline of new housing construction coupled with
high inflation rates. These two factors have led to a significant rise in the price of housing,
which has made housing unaffordable to the majority of the Russian population. The
decision of this problem depends on development of the market relations in housing sphere
and dynamics of the investments. The investment of the housing projects is a major factor of
dynamics of the housing market. However an analysis makes it clear that the housing sphere
is not .interested for potential investors. The reduction of investment flows is as a result of
