You can study anything through self-studies if you just put enough mind and effort into it. By all means, go for it.
职称英语仅仅用于职称评定使用，对英语水平没有什么具体的提高，蒸熟如果不评职称也没有任何实质意义，所以不见一你考。
如果想学英语，托福、雅思应该是首选。
可以考商务英语啊
