The timing for standard tests depends on your capability. There's no axiom of it, though better to get the results before sending out your application.

The deadlines for scholarship application are normally before the end of the year 2008. The general deadline is later than that and varies among universities. You need to check it on the universities' websites.

I would suggest you to start your research as early as possible and leave two months to prepare for your documents. Send applications out no later than the end of this year and have a shot at the scholarship.

As for preparing for the standard tests, material from New Oriental can be a nice choice, though I don't really think taking their classes is necessary.
