Since the establishment of New China, the function of social service in every university in our country has undergone a twisted and turned development, but has stepped forward relatively. However, certain problems still exist which are mainly reflected by the facts that we have misunderstood the function of social service; we stuck in a simple mode in practice, resulting in a low efficient transformation from scientific fruit to productivity; the development of this project was lack of protections from related regulations; and there were uncompleted policy direction and legal protection.
