为什么一个用 to be made 而另一个用 made 请帮写明原因

1中to be made是decision的后置定语，其实意思是没有什么决定要做出的。此时决定并没有做。所以用包含将来意味的to be made.
2中的非谓语made是修饰choice的。而这句话里面其实包含着这个choice 已经被做出的意味。有过去的意思。所以用Made。
这种非谓语的题要多看多读，才会有语感。
