个人认为，这样可能更易理解：只需记住except后接名词或名词性的短语或从句（因为从句也是名词性质的）。

不要把that和except捆在一起记，要把that理解为从句的一部分，要把that it rains 当作整体，这个整体是名词性质的，懂了这个道理，你就应该明白，这样改也是对的：

except when it rains, 此时，when it rains是从句，是名词性的，所以可以跟在except后面。

当然，直接跟名词就更不用说了
