摘要：党的十四届三中全会提出以公有制为主体的现代企业制度是市场经济的基础，建立现代企业制度是发展社会化大生产和市场经济的必然要求。我们所要建立的现代企业制度，就是在社会主义市场经济条件下，根据现代企业固有的性质和要求，按照世界通行的国际惯例和标准，来塑造适应社会主义市场经济发展要求的，能自主经营、自负盈亏、自我发展、自我约束的法人实体和市场竞争的主体。现代企业制度的特征是产权明晰、权责明确、政企分开、管理科学。现代企业的特点，对我国企业现行的会计管理模式提出了新的要求。要建立起既与国际惯例接轨，又体现中国社会主义市场经济特色的会计管理模式，
目前，企业纳税仍然依赖于财务会计的账簿和报表，其财务人员在申报纳税时，头脑中往往没有税务资金流动的清晰、完整，系统的观念，导致在多层次、多环节、多税利的复合税制下显得无能为力。在较多的情况下只能机械地接受税务机关的指示或处理。在现实情况下，企业税务会计只能成为财务会计的简单附属，而财务会计又不能全面行使税务会计的职能，二者互相牵制，影响了各自职能的充分发挥。
随着我国财政、税收体制的完善和会计职能的变革，税务会计与企业财务会计、管理会计之间的分工越来越明确。鉴于我国税法越来越健全、税收管理越来越严格、计算要求越来越细化。我认为，借鉴一些发达国家的经验，将企业税务会计从企业财务会计、管理会计中分立出来，不仅有可能，而且很有必要。所以设立企业税务会计是税收制度与会计制度的差别日趋明显的必然要求。
