As far as we know if you do not export the goods from China the chinese VAT will come into force and (pls. correct me if I´m wrong) the 17% VAT will have to be payed by someone. Who?

但关于这个项目还有一个问题，客户的工厂在中国，你的工厂也是，货物从中国运到澳大利亚再转运回中国，这样太不划算了。
据我所知，如果货物不从中国出口，就要收取增值税(如果我错了，请指正)，请问是哪方支付这支付17%的增值税？请你解释一下。
