其实，你会说意思反了，我也大概理解你的想法．我觉得关键在于对lay down的理解。我专门查过字典，lay down有抛弃，放弃的意思，也有规定，制定的意思。
我觉得是后者。正是因为要用强硬的措施来控制那个基本水平，但是，在这之前又没有这方面的经验可以借鉴，所以他们考虑立法．但是贸然出台相关法律的话，立法过程又会承受很大的压力．比如舆论压力等等．因为法律本来就是强制性的东西，在没有强制性控制经验的前提下，一下子就把相关措施提升到了法律的高度，当然压力很大．
