7. With the categories blurred, we would expect the articulation between work and welfare to be a more intimate and
interactive 7.one. However, such interaction does not necessarily extend to an integration between the two systems of
regulation. The articulation, between welfare and work, may remain partial, possibly distorted, as the two systems
respond to each other on their own terms. This disjuncture is captured,we argue, in social security’s continuing
preoccupation with a transition from welfare to work. The social security system encourages, even demands, greater
participation at a time when labour law is relinquishing its role as a guarantor of living wages and job security. The
destandardisation of employment conditions creates fresh problems for social security in determining who is ‘out of
work’ or indeed whether being out of work is the condition that ought to be treated.
