新公共管理理论作为上世纪六七十年代兴起的公共行政理论，是对传统公共行政理论的沿革和发展，提出通过改革政府的管理模式、行政规则等一系列措施，来实现政府行政效能的提升，以回应时代发展的要求。这不仅表明新公共管理理论与行政效能监察的目标宗旨趋同，也为借鉴、运用新公共行政理论中的一些原理和主张指导行政效能监察工作提供了可能。
本文通过系统阐述行政效能监察理论、新公共管理理论中的相关原理，定义，诠释行政效能监察和新公共管理理论的关联，通过比较各国在行政效能监察方面的成功经验，以虹口区行政效能监察为个案进行分析，探究基层行政效能监察普遍存在的一些问题，并通过借鉴、运用新公共行政理论中的一些原理和主张，提出完善现有的行政效能监察理论和实际运作的途径和方法。
