For a time during the early 1930’s, the British continued to seek security through arms limitation agreements. But with the collapse of the world Disarmament Conference, the Cabinet were forced to face the necessity for some rearmament. This touched off a major debate within the Government. The Treasury , arguing that it was impossible to provide forces against both Japan and Germany ,insisted that one of the threats to British security had to be eliminated . The search for alternatives to rearmament centered upon the Far East where the dangers were great, but not vital to the survival of the British homeland.
