目前，上海按照科学发展观的要求，提出了“长期坚持三、二、一产业发展方针，长期坚持二、三产业共同推进经济增长”和“优先发展先进制造业、优先发展现代服务业”的发展战略。强大的现代化制造业，是上海建设“四个中心”的重要支撑，对上海加快产业结构调整升级，增强国际竞争力，具有重要战略意义。
AB出口加工区，是上海制造业的代表。1990年经国务院批准，作为第一个以“出口加工区”命名的国家级开发区，伴随着浦东开发的号角，AB开发区在一片农田上崛起。16年来，开发区实现了从郊区农业经济向现代工业经济的跨越式发展。2007年，园区以占浦东新区5%的空间，完成工业产值2291.34亿元,工业产值占新区31％，上海的7.8％。“十一五”期间，AB区域将按照浦东新区定位，贯彻规划一体、发展联动、优势互补、利益共享的方针，以规划一体为先导，以联动发展为抓手，加快推动区域功能一体化。在更高层次、更高水平上对各种资源进行有效整合和综合利用。以开发区作为核心，通过产业辐射、区镇街道联动，带动周边街镇经济增长和社会协调发展，逐步消除城乡二元结构。
功能区在快速发展的同时，一系列阻碍园区持续健康发展的因素也逐渐显现： 1）发展的速度和规模缺乏后续动力。2）产业技术上自主创新能力不足。3）发展空间上，日益匮乏。4）生产服务业发展滞后。如何实现园区的产业升级和转型，消除日益突显的“城乡二元结构”，是AB功能区面临的重要问题。
