摘要：行政决策是指国家行政机关及其工作人员在处理国家行政事务时，为了达到预定目标，根据一定的情况和条件，运用科学的理论和方法，系统地分析主客观条件，在掌握大量有关信息的基础上，对所要解决的问题或处理的事务，作出决定。这种决策，是国家行政管理权力运用的政治过程，具有特殊的权威性和强制性，他是行政管理的中心环节和重要基础，是行政管理的主要功能。而行政决策的民主化与科学化又是行政决策的重要前提、目标和基础。在很多学术及实践的领域，民主化与科学化之间存在着互相需要，互为因果，相辅相成；却又互相矛盾，互相冲突，甚至互不相干的对立统一的辨证关系。
本文主要从分析行政决策民主化与科学化之间的辨证关系出发，分析出正确把握好民主化与科学化之间的关系应当注意的问题以及实现民主化与科学化完美结合所必须的条件。
