目前，我国社会正处于转型时期，农村的发展是实现小康社会与构建和谐社会的关键。其中，农村养老问题是一个重要方面。长久以来，我国农村一直以家庭养老为主，这既是农村老年人的自然选择，亦是精神选择的结果。但随着社会的发展，家庭养老功能在不断减弱，这就需要探索设计出适合我国国情的农村社会养老保险制度。本文根据我国现有养老形式的弊端提出适合我国国情的农村社会养老保险制度，包括基本思路、总体原则和建议。我国总体上已经进入了工业反哺农业，城市支持农村的时期。这为我国农村养老保障体系从传统的家庭养老为主走向以社会养老为主的现代养老保障提供了经济条件。建立合理的农村社会养老保险体系可以为政府决策提供参考，解决农民养老的问题，缓解计划生育政策与农民观念的冲突，缩小城乡之间的差距，使得城乡居民共享社会和经济发展的成果。
